Not true.

Unless delegated (rarely ever happens), the pilot flying, does the talking to ATC.
My mistake then. Was watching Juan Brown on youtube go over the clusterfu%$ that flying that location is. He went over the roles of the 3 soldiers, also saying that due to being the army, 450 hours was about average for her rank. Also, it wasn't a slight on army pilots. Just that they have to do more with less.

A lot of "experts" aren't.

My very first flight through my last when I retired, I was expected to maintain full control of the aircraft when I had controls. The only other time someone was talking was if one was flying and the other was handling the mission portion. Still, these were independent duties. As a senior pilot, I'd fly and handle the mission at the same time.

Also, as a crash investigator, it would be a red flag if the person flying wasn't handling calls. It would tell me they weren't in control.

During the early reporting on this accident it was mentioned that there were plans to shut down this airport but Congress would not allow it because the idiots liked the close proximity of the airport to downtown. It was too convenient for them.
They wanted to expand the # of flights in to DCA, not close it.

For some reason: Congressmen like to brag that they have a direct flight from DC to their hometown. Even when it makes zero sense.
