I have some aluminum rims, w.paddles.  They are Honda wide 4, about 7".  My ATV is 4 on 110mm (about 4 1/4").

I want to make adapters out of steel plate.

Would 3/16" work, or should I go up to 1/4"?

 
I have made many adapters like this when I was a wee lad with limited resources. I'd buy a couple pieces of 1/4" aluminum plate from a place called metal supermarket (they sell dimensional metals in small sizes) and turn them on my drill press. I'd break the individual cutters off of a circular saw blade and clamp in some vice grips for tooling. Was able to be pretty precise with my caveman lathe
