The disadvantaged business shiz has been a thing for years, just about every project over $20 million had at least 3 jobsite trailers for companies that were a “beard” for larger contractors having to check some boxes. Contractors of the right gender, race or physical disability are paid to be onsite, stay out of the way and behave. The cost for compliance isn’t absorbed by the contractor, it’s hidden in the bid.

This "Woman" owned business was exactly what you describe, the sons ran it 100%. What is the statue of limitations on SA? That drunk old hag used to have me run errands for her when i wasn't drafting anything.
