What is pushing people to the illicit market is taxes, not supply. We turned off one of our greenhouses because we couldn't store as much as we can grow. Demand is low, taxes are high. But 137 million is quite a bit for a small state like IL.

7% tax to the plant GROWER, passed on to the consumer

10-25% product tax by strength, passed on to the consumer

1.5% Retailers privileged tax to the store, passed on to the consumer

3.75% County tax, passed on to the consumer

3% municipal tax, passed on to the consumer

There is also a 6.25% use tax if any of the cannabis came from outside IL.

In California its straight up 27.7% to the consumer on top of any taxes baked in by the company for cultivation. So the cannabis is more expensive to start with because its strong and safe and then CA gets a big chunk. I haven't heard of any growers running out of product and I hear stories from many states.
