Testing and experimentation....on what. They could already buy land in Barstow cheaper. Buy it cheap and then sell LA real estate....maybe a way to make M's if not B's. Possibly easier to make money off fluctuations in the stock market, caused by fear and etc....which this would cause.

Manipulate the wind....huh, the wind naturally blows off the ocean, all the damn time. Fires create their own wind....the really, really hot air goes up and sucks air in from the sides....at least it does in a burn-barrel.
