Many years ago, Lucas Oil was too cheap to buy  a city license to sell product in Inglewood. I worked for that city in those days, and heard the news. The rule was, IF you had a business in the city, the license was cheap. If you did not have an address in the city, the license was x10.

Lucas bought a post office box in the city. Problem solved. (Not really)
