Electrician on a Lathe Help (Multimeter Help)

I went off the diagram on the motor not the numbers,  let me put up a picture,  i pulled all the belts off the lath with no load and still does not turn,  i unwired the motor to check the contactors, and no voltage loss with the motor unwired,  

got to be the wiring on the motor or the phase converter at this point,  

 
Thank you everyone, especially @Sandkist for hanging in there,  i had the motor wired wrong,  it was in a tight spot and id not get all the wires hooked up for the 220,  starts right up, thank you,!!!
