I’m not expert but I have played around over the years and what I learned is 4-prong allows both 220v & 110v out of the same receptacle & the 3-prong allows either or. If your welder requires both 110v & 220v at the same time you need 4-prong.
most residential plugs:
110v hot A or B+neutral+ground
220v hot A +hot B +ground
110/220 hot A + hot B +neutral +ground
you typically have 2 hot coming in your supply box. Start at the top breaker and call it A the next is B and so on. To get single phase 220v you need 1-A & 1-B & ground.
