Phone alert then Earthquake!!!

Yep. Worked on a similar mass notification system for the Navy. Pulls all the data from cell towers in the response area and sends them a predetermined or custom message.

The method is called "alerting polygons", that's how the targeted folks, in specific areas are identified.

My phone alert came in about 3 seconds after earthquake was over. This place is a 5g cell phone hole though

Yeah, we had like 20 seconds for full notification (been over a decade, so fuzzy on details). No way that’s gonna work for an earthquake to actually help anyone close enough to the epicenter.
