VIN by CHP Special Construction CA DMV

I searched and couldn't find it in here. Where did all our old posts go?

I've been down this road before but it's been a minute. So far what I've gathered with Ai is,

2 forms... application for title and the one for declaring paid values for parts that went in or statement of why it didn't cost anything etc...

The question is,

Does DMV need to see the buggy before getting referred to CHP for the vin assignment? Last time, I think it was 2017, I never took the buggy to DMV, only to CHP if my memory serves me right. I just took all the CHP completed paperwork and bam! New reg and tags in hand.

Anyone been through this recently?
 
When I went through it with my last truck, the DMV gave me the paperwork as a reference to the CHP. I can't remember what the form number was though.
 
I think the process changed a few years back due to CARB requirements. In the past CHP would take the car in the back and assign the vin after reviewing receipts. I think they now require a copy of the CARB cert too.

No way, not on an OHV special construction as far as I know
 
Step 1 is complete.

Went to the DMV with Reg 343 app for title and reg 5036 statement of construction. In my case, somewhat easy because I still had the reg to my old buggy where I could prove I didn't pay for anything or any service because I was just transferring all my major components over. That frame has since sold and registered to a new owner. Paid some fees, hopefully complete reg up front and then they issued me a CHP referral for VIN assignment and sure enough, I'll be going to the El Cajon office. Should be pretty smooth hopefully. I'll update when I get that done.
 
Should go smooth then.My current rail i also did a frame swap for new build although i did keep every receipt from previous experience with chp vin inspector.Day before he called me and told me the basics if i have receipts bring them and dont try and tell me you paid 500 for an LS and 500 for a mendi trans because i know those are more than that.LOL i was beam car and vw.

Went in showed receipts from engine and trans he looked over took car back put vin on it very cool guy.When he came back i asked him how many try and tell you they paid less for an LS mendi set up he laughed and said i also off road and i get guys who come in here think im stupid bringing in an A arm Ls 2d combo telling me it cost them 3500 bucks to build(so they can skirt the sales tax).He told me if he wanted too he could really mess up their day and their registration process could actually seize the cars til they get the receipts for power train combo.This was about 2008
 
I have done this a few times . After you $ the dmv make a app at the chp . In your city if possible . Show up with your paperwork at the chp for you app . Have the vehicle accessible so they can do their stuff . More time is spent waiting than the tag installation . They will be gone for a bit doing paperwork . “Checking the engine vin “
