Variable Speed Electric Motor / Voltage Regulator

Anyone have experience with getting a large electric motor to work with a voltage regulator? I'm trying to find something that lets me throttle down the speed on this motor...i purchased a cheap one on Amazon to prove it would work, which it does, but it's cheap and not rated for enough amps. I need something a bit more industrial...MC Master has them (i think) but they are $$.
FWIW it's for a horse walker...I can go down the path of different pulleys, but that might be more $ and or more complicated to figure out, IDK. Long story as to why it's moving too fast after being "fixed".

It's running on 115 volt, 13 amps- as shown in the pic.

ive looked at those too, but most seem to be 3 phase to single phase conversion -which I don't need?
 
Check the amp draw they way you have it set up now. It's probably not drawing 13a considering it is doing minimal work.
 
That was what I tried - albeit a cheaper one...it was working . slowed it down, but wasn't slow smooth speed, and then tripped via its built in overload protection after a few seconds
