Temp On-Road permit for Buggy in Arizona?

We will be in Parker for the 500 next week/weekend. Where we are storing the vehicles has a section of on-road that needs to be accessed. My buggy only has California OHV registration. I know I can buy a temp AZ OHV permit, but has anyone navigated getting a temp ON-road permit for a CA registered non plated vehicle in AZ? Really would like to play by the rules and not get pulled over when going to fuel, heading to pits, etc.

Yes, but unfortunately I can't purchase one on their site without an AZ drivers license. I have to physically go in, and I will have to drive the vehicle on roads before I can physically go in. Was hoping to get something online before I get there. Also sounds like that’s only available if the vehicle is registered or has been in AZ
