We went to balboa Park to see an imax movie and this sign was outside the theater....  

So what....  if your 20 feet to the left you Don't have 1st amendment rights.....

So I looked at the closeup picture to see want tools I would need.....  it appears to be riveted to the post.  I wonder how many times they have had to replace it...

They’d prefer you congregate there. While you have freedom of speech everywhere, most municipalities have permit requirements if it’s more than a certain number of people congregating in 1 certain area. 

About 10 years back, we had a neo nazi group wishing to express their first amendment rights in front of our city hall in a predominantly Hispanic city. They were required to obtain a permit. As you expect, it had a few hiccups but was mostly peaceful.
