Online Permit

Is the ISDE site the only place to buy a weekly permit online? Maybe I'm just being cheap, but I don't remember the shipping being $11 in previous years. That puts it up to almost the same price as getting one at the dunes. Can I order one from anywhere else that is cheaper including shipping?
