Don't we have a whole slew of inmates that qualify for early exit due to good behavior...?

Seems like 2 birds/one stone, but criminals appear to have more rights than we do...
 
How about this.

Lease out a couple older hotels. You find homeless people and tell them this
We give you a place to live( Hotels they leased out)
You have to work each day and pass a drug test each morning
We pay you and when the project is completed we put you at the top of the section 8 housing lists
We also have night classes at the hotels for construction trades

Some of the homeless will pass but some will take the offer

In South Korea, there's no such thing as welfare in exchange for nothing. Should you require assistance, you're assigned a public works type job and expected to do that in exchange for assistance. You can only really get out of it if you have a job interview or apply for education and enroll.

The monkey wrench may be private operated jails.
They loose money with early release.
"Disclaimer" When I was in Navy Boot camp, they had a giant fire North of San Diego.
The jails were emptied for fire suppression, the Navy boots were also on a bus to follow the firemen and stomp out embers. Were were there so long, we lost out Company Commander. When the fire was over, back to Boot camp, new Company Commander.
That's the Navy way.
