I have a 2011 Chevy 2500 Diesel and with my trailer (38FT 5th wheel), I have to have my controller set around the 9.0 range on the factory controller.

I already had the all 4 brakes replaced on the toy hauler last week and it still doesn't stop the greatest.

Anyone else have the same issue?

Do you use/have and exhaust brake?

Not sure they had that at that year, my LLY didn't have it (2004.5)

On my 12k dump trailer 2 axles 4 brakes I set my 2018 Duramax at 6.5

On my Flat bed car hauler 2 axles 4 brakes with a car or truck I set it at 7.5

On my 38ft Dune Chaser 3 axle 6 brakes loaded 18K i set my controller at 8.5

Hope this helps.

Id say your normal and with the age of the truck and not as good of a braking system as i have on the newer truck its fine.

i have a 2009 i have mine set at 8 and i can feel it stop just fine, i turned it down from 9. towing a 2009 weekend warrior 35ft 5th wheel triple axel. can you feel it grab if you use the manual brake on the controller? i can hit the manual brake and feel the trailer yank me back. not really sure what to check i dont know much about them, maybe because i have a triple axel its stops a little better.

This is the best way to test the setting: manual slider to see if it’s actually dragging everything down. 

 
Not sure of the Chebby is the same but the newer Rams have a funky brake controller also. under 30 mph the brake controller only puts out 7.4 volts, over 30 it will go full power.  It really makes it hard adjusting the brake output the first time as you have to be over 30mph to do it.
