I seriously am asking for a friend... I do not have a Side by Side so I am not up on all the laws for them.

My friend is wanting to go to the dunes this season with his RZR 1000.

I can not find the information I am looking for so I thought I would ask.

- Is a helmet required for a 1000 ?

- Is a Green Sticker needed or is AZ OHV still good ?

- Can a 4 seat RZR 1000 get around without paddles ?

- Is Veterans day still a free day ?

Interestingly, heard there was plenty of Pro R drivers exercising their right to not be required a helmet due to the code being written for under a certain engine CC size. Pro R are 2.0 engines and some dared to call them a sand car.

Dare?  well your great CA government already did classify the Polaris pro-r a SAND CAR. 

If you were on social media earlier this week, you would have seen the Off-Highway Motor Vehicle Recreation Division (OHMVRD) of California State Parks’ information bulletin classifying the all-new Polaris RZR Pro R as a sand car. Yes, by law, based on the vehicle code, that is how it is classified, but there is more to it.

The OHMVRD bulletin states:

The purpose of this Off-Highway Motor Vehicle Information Bulletin is to ensure that land managers and their law enforcement staff understand that while the Polaris RZR Pro R looks very much like the other Polaris RZR models, it is not an ROV and not subject to enforcement under Section 38600 (Recreational Off-Highway Vehicles) of the California Vehicle Code.

Clarification: The Polaris RZR Pro R does not meet all of the specifications needed to define it as an ROV. Per CVC 500 (e) an ROV’s engine must be 1000cc or less. The RZR Pro R has an engine displacement of 1997cc. Because it has a steering wheel, non-straddle seating and is listed by the manufacturer as a RZR model, it is very easy to mistake it as an ROV. The RZR Pro R is larger than previous 2-seat RZRs. It is over a foot longer (104.5 in. vs 90 in.) and nearly a foot wider (74 in. vs 64 in) than other RZR two-seat models.

While contacting drivers of the RZR Pro R is likely to occur as they are very similar in appearance to ROVs, they are not ROVs. The California Air Resources Board has evaluated the vehicle and designated it as a “sand car” and it has been certified to receive a Green Sticker Identification. As is the case for all “sand cars” (dune buggies, sand rails etc.), no ROV helmet, seat belt, grab bar or seating laws are applicable for the RZR Pro R.

 
If you think that the engine size is going to save you from a brain injury in a Pro-R, Well you're probably not going to get much of  noticeable one anyway.  That is your right though and I won't stand in your way..  

 
Yeah, I just saw that yesterday too.

Polaris Pro R RZR is classified as a Sand Car at this time as of March 17 2022.

You watch when the ROHV Law gets modified for engines over 1000cc that Information Bulletin will change.
They are probably just figuring a way to write it in legal eaze so that Pro-R yes, Funco no, Can-Am with big engine yes, Sand Limo no.  Once they figure out a way to separate the sand car, rock crawler buggy from ROV it's game over.  The biggest proponents of the addition to the law is going to be Can-Am, Polaris ect and the ones who don't want to get caught up in the BS the most is Sand Limo, Funco ect.

not sure where you are getting im all for not wearing a helmet, but why not harass you sandcar buddies for being unsafe and not wearing one?  

I personally wear a helmet in the dunes and most of the time the AZ desert where im not required.

I didn't quote you and I was not inferring that you didn't wear one. I was just saying that if anybody thinks just because it's over 1000 CC's that suddenly that the exhaust tubing for a  frame/ cage just became stronger you're not the smartest . Not wearing one when legally not required is a choice you are given and I have no problem people making a decision that is left up to them. 

As far as Sand Cars / Rails, again that is up to them to wear or not wear and that is the way it is written. Some of the guys do some don't it's their choice. Just like riding a motorcyle on the street without one it's totally up to you the individual.
