There’s already the ED for the High Speed Rail Authority. I’m sure he has a department he “runs” full of more paper pushers who make sure such and such study was done, and everyone filled out their paperwork correctly.

To get approval / support from the unions to go forward a Project Labor Agreement was implemented that made union membership mandatory to participate. In addition, local state approved apprenticeship programs that weren’t sponsored by unions had their apprentices banned as well.
