1980's Diesel Trucks - No Smog Questions

I'm considering purchasing a 1981-1986 C10 with a factory diesel to avoid smogging,...with the eventual plan to swap the engine and because of no smog, open up my options.

Has anyone done this?

How does the DMV verify it's a no smog vehicle? VIN?

If it comes from out of state - how does that complicate things?

 
Out of state can be a hassle with the inspection.  I had an '82 GMC 1/2 ton diesel with the intentions of LS swap cruiser.  No issues minus the standard safety inspection to register.  Mine happened to be non-op'd so was easy to register but ending up trading it away before I built it.  Diesels were first offered in 1978 if you want a "round eye".  Currently looking for a '82-'84 diesel K5 for the same reason.
