SDG&E shuts off power like a light switch here in Julian. Our refrigerator took a dump shortly after one of their cuts. Wife submitted a claim and they did issue us a check. Didn't cover a new fridge but it helped. CalTrans being government though, good luck.

Bailing wire is my new duct tape. We've done quite a few repairs on my buddy's old ATC90 with wire. Especially on hot parts like pipes and silencers. Always keep a couple feet in my bag.
