Is the Delphi ecu used capable of PWM fan control? Or, is it energizing and deenergizing the override wire at the temps noted above? Even if the override wire is used as "control", these fans still have a somewhat soft start.

100% this. Remove the relays and upgrade wire direct to the battery.
