My new to me sandcar was registered in CA with a SPCN title. AZMVD required a Level 2 inspection for the transfer. Depending on where you go, the vin officer is only there on specific days. He is in Lake Havasu City on Thursdays. They have his schedule online. You are supposed to make an appt, but you can try to walk in. I couldn't make an appointment online because the CA vin wasn't in AZ's system. I had to email them, give them the requested information and then they gave me an appointment date/time (I didn't get to choose). That process took 3+ weeks. Inspection was $20 and 10mins, car stayed on the trailer.
Once I had that done, I headed over to Quick Stop. They had a tough time completing the registration because the officer wrote down "not suitable for off-highway use" on his inspection. So they just registered it as a normal car registration. So I had to get a big plate vs the OHV plate. Kind of dumb. They just went off of internet pricing for a car like mine instead of me having to provide receipts of the build. I just told them what to look up.
If you have existing vehicles registered with AZMVD, you have an active online account, and ID or DL you should be able to do it online and send the title through the mail. I wish I could say I have done it, but I have not. The title/transfer paperwork has to be notarized. But you run the risk of that title being lost in the mail. My suggestion is make a trip to AZMVD or QuickStop. You give them your AZ address and make sure your mailing/billing address is your CA address if you want your documents to be sent there. QuickStop is my go to, they are super easy to work with and fast. To me its worth the $40 extra. They want your business and make sure you leave there happy.
