We were going to get a vendor spot for halloween and veterans (and beyond) but the lady that is handling the new BLM spots is on furlough due to the government shut down.. So kinda dead in the water right now?

If you are in the vendors area you don't need a permit from the BLM. Contact the store. They own the vendor property. If you are outside the vendor area then yes you need to work with the BLM.

I am heading out Tuesday to Tuesday for veterans so I plan on doing my homework while I’m there
