I agree with the "never say yes". I have been practicing that for a couple years.
I used to say "who is this?", but lately if I'm someplace really noisy (like the gym) I just put it on speaker phone so they can hear, or if it's not too noisy I literally cough to trigger whatever sound activation they have. I wait 5 seconds to see if they speak and if it's someone I have done business with. But if no answer or they don't convince me, I hang up. Them knowing my name doesn't even count. They have to assertively justify why they are calling very quickly.
